internet-voting in Municipal Elections 2011, Norway

Internet voting was piloted in 10 municipalities for the local and county election in 2011. The system was acquired by a public tender process in 2009 following the Competitive dialogue process. The design of the final e-voting solution was done in collaboration with the vendors. The end result was a far better e-voting solution than expected because we used the competitive dialogue process. The implementation was demanding for both EMB and vendors. The solution was tested in 10 local referenda before the 2011 election. Internet-voting was very well received by the voters resulting in 73% internet-votes of the advance votes.
